Pakistan Higher Education Funding Rises in New Plan

In a striking development, the federal government has set aside Rs400 million to build new universities and research institutions across the country, marking a major push to expand academic options and support future progress in science and technology. 

This move highlights the growing role of Pakistan higher education funding in national planning.

Government Plans for New Universities

To explain further, information obtained by this reporter shows that the initiative aims to open the door to higher education for more students, especially in areas that have limited opportunities, while strengthening Pakistan’s science and medical fields.

Expansion of Facilities and Research Opportunities

Building on this, the plan includes creating modern facilities and opening new research spaces so students can learn updated skills and knowledge that support national growth.

At the same time, officials say the effort centers on new ideas, healthcare improvement, and scientific work, placing Pakistan in a better position to compete on the world stage.

HEC’s Long-Term Academic Development Goals

Adding to this, a Higher Education Commission (HEC) official said the government’s decision reflects a long-term aim to support education, technology, and human resource development, helping both students and the wider community.

Moving forward, the funding is expected to expand research, support new ideas, build ties with foreign institutions, train skilled workers, and strengthen Pakistan’s place in global science, medicine, and technology.

Breakdown of Allocations and New Campuses

As the plan continues, the Rs400 million allocated for FY2025-26 will fund a public sector university in Muzaffargarh, an Institute of Science and Technology in Rajanpur, a campus of the Institute of Fashion Design in Karachi, and the new NCA Karachi campus.

Breaking down the figures, Rs150 million is for the Muzaffargarh university, Rs50 million for the Rajanpur science and technology institute, Rs100 million for the Karachi fashion design campus, and Rs100 million for the NCA Karachi campus.

Additional National Education Projects

In addition to these steps, the federal government is pursuing several other education projects. One of them is the Danish University of Emerging Technologies in Islamabad, overseen by the Ministry of Federal Education and Professional Training, which is currently working on the legal and administrative framework.

Along similar lines, plans for the King Hamad University of Nursing and Associated Medical Sciences in Islamabad are moving ahead under the Ministry of National Health Services, Regulation and Coordination, with final details expected soon.

In another update, work is also underway on the Charter/Act for establishing the Jinnah Medical Complex and Research Centre (University).

Meanwhile, the government is preparing to set up the National University of Public Policy and Administration (NUPA) in Islamabad.

Development Budget and Ongoing Initiatives

According to available information, the government has also allocated development funds for targeted projects in universities. 

These include building campuses, academic and administrative blocks, hostels, and laboratories; improving human resources; upgrading labs and equipment; training faculty; purchasing transport; improving ICT systems; and supporting extracurricular programs.

As documents show, “The HEC’s development portfolio for FY2025-26 is Rs39.0 billion for 140 projects.”

Scholarships and Faculty Development Programs

Alongside these programs, the government also provides merit- and need-based scholarships for undergraduate, postgraduate, and post-doctoral students to expand access to higher education.

Also important, a faculty development program is part of the plan to strengthen teaching, research, and professional skills so universities can offer high-quality education.

Research Programs and National Innovation Efforts

Looking at the bigger picture, the HEC continues to support research, new ideas, commercialization, and entrepreneurship so higher education institutions can become centers of economic activity and contribute to Pakistan’s socio-economic progress.

Among the key programs, the supported research initiatives include the National Research Program for Universities (NRPU), Technology Development Fund (TDF), Research and Innovation Grants under the HEDP project, Grand Challenge Fund (GCF), Local Challenge Fund (LCF), Technology Transfer Support Fund (TTSF), Rapid Research Grant (RRG), and Center of Excellence Grant (COE).
