ISLAMABAD– Pakistan received over $143 million in disbursements from Middle Eastern partners during August 2025, led by Saudi Arabia, Kuwait, and Oman, according to the Monthly Disbursement Report for August 2025 issued by the Ministry of Economic Affairs.
The report available with Wealth Pakistan lists Saudi Arabia as the largest contributor among Middle Eastern countries in August, with inflows totalling $37.02 million. These disbursements were directed toward project and development financing.
Saudi Oil Facility contribution in August
In addition, the Saudi Fund for Development (SFD) Oil Facility provided $100 million in August. This facility has a full-year allocation of $1,000 million, of which $200 million had already been released during July and August combined.
The August release of $100 million highlights the continuing importance of this financing channel in Pakistan’s external inflows.
Kuwait and Oman extend support
According to the Ministry’s tables, Kuwait disbursed $0.30 million in August 2025 under project financing arrangements. Meanwhile, Oman extended support valued at $5.14 million, classified in the report as grant-based assistance.
Total Middle Eastern inflows in August 2025
Together, the inflows from Kuwait and Oman, though smaller in comparison to Saudi Arabia, added to the overall Middle Eastern contribution reflected in the disbursement data for the month.
When aggregated, contributions from Saudi Arabia, Kuwait, and Oman reached $143 million in August 2025. This figure is derived from the $37.02 million in Saudi development financing, $100 million through the Saudi oil facility, $0.30 million from Kuwait, and $5.14 million from Oman.
Foreign inflows in first two months of FY2025-26
The report highlights these figures within the larger framework of Pakistan’s total foreign inflows for the first two months of FY2025-26. Overall, Pakistan received $19.92 billion in July–August, of which $3,111.88 million came through project aid and $16,662.79 million through non-project assistance. Middle Eastern contributions form a notable part of this broader financial picture.
The Ministry’s report also compares actual disbursements against the budget estimates (BE) for FY2025-26. The Saudi Oil Facility had a BE of $1,000 million, with $200 million already disbursed by August, including the $100 million release that month. This indicates that one-fifth of the annual allocation has been realized in the first two months.
Ongoing pace of financial cooperation
Similarly, disbursements for Saudi project financing, Kuwait’s contribution, and Oman’s grants are shown relative to their respective allocations, reflecting the ongoing pace of implementation across these cooperation frameworks.
