The government has raised the Pakistan HEC development budget to Rs41.658 billion for fiscal year 2025–26 under the Public Sector Development Programme (PSDP). This move aims to improve research facilities and support new university projects across Pakistan.
Originally, the HEC had asked for Rs75.632 billion to fund its development plans. During budget talks, the Planning Commission gave temporary budget ceilings of Rs70 billion and Rs50 billion at different stages. This led the HEC to revise its proposals so they matched national priorities, institutional needs, and regional fairness.
After these changes, the National Economic Council (NEC) and Parliament approved a PSDP allocation of Rs39.488 billion for HEC, which will cover 141 projects—129 ongoing and 12 new initiatives. Later, the Planning Commission raised the budget to Rs41.658 billion after additional funds became available for higher education.
Punjab is getting the biggest share, 34 percent or Rs6.208 billion, followed by Sindh with 25 percent (Rs4.570 billion), Khyber Pakhtunkhwa with 23 percent (Rs4.255 billion), and Balochistan with 18 percent (Rs3.379 billion). Interestingly, no new HEC projects have been launched in Khyber Pakhtunkhwa or Balochistan for FY2025–26.
Other areas received smaller allocations: Azad Jammu and Kashmir 8 percent (Rs1.927 billion), the Federal area 10 percent (Rs2.366 billion), and Gilgit-Baltistan 2 percent (Rs0.513 billion).
A major part of the budget—Rs18.440 billion—is set aside for the National Programme of HEC. This covers inter-provincial projects and national-level university reforms and makes up roughly 79 percent of the total allocation. These funds will strengthen research capabilities and university infrastructure across Pakistan.
New Projects Under Pakistan HEC Development Budget
The 12 new projects approved for FY2025–26 include several key initiatives:
- Development of the University of Okara
- Strengthening academic and research programs at Bahria University, Lahore Campus
- Pak-UK Education Gateway
- New campuses for Pakistan Institute of Science and Technology
- Expansion of the University of Veterinary and Animal Sciences (UVAS) at Patoki
The total cost of these new projects is Rs32.261 billion, with Rs1 billion earmarked under the PSDP for this fiscal year.
Regional Distribution of HEC Funds
A recent Senate Standing Committee meeting, led by Senator Quratulain Marri, raised concerns about regional imbalances in new HEC project allocations. The committee noted that out of 12 new projects, seven are in Punjab, two in Sindh, and three under HEC’s national programs. No new projects were approved for Balochistan, Khyber Pakhtunkhwa, Gilgit-Baltistan, or Azad Jammu and Kashmir.
Calls for Fairer Allocation
The committee asked the HEC and Planning Commission to plan future PSDP allocations more fairly, ensuring all provinces and territories have equal access to higher education and research opportunities.

The committee emphasized that national education planning should focus on inclusivity, equity, and balanced regional development.
